Phil Spencer 

Phil Spencer advises Bloom Burton in the areas of government legislative initiatives and medical product commercialization.

Retired from his distinguished legal career with Cassels Brock, Phil Spencer is now chief consultant and legal strategist for Life Science Counsel, which focuses on emerging and growing life sciences companies. In this capacity, Phil provides advice and insight on marketplace positioning, regulatory matters and government legislative initiatives. He sits as a highly qualified and engaged board member for several life sciences organizations. In addition, Phil's expertise with medical devices and pharmaceuticals gives him a unique understanding of Health Canada's regulatory requirements. Phil's specialized experience in the life sciences has earned him recognition as a Recommended Lawyer in the PLC Cross-Border Life Sciences Handbook. He is also listed in Best Lawyers in Canada for biotechnology law. As a founding director of Health Technology Exchange, Phil has participated in the creation of this innovative Canadian health technology business accelerator, which provides targeted assistance to small and medium enterprises including research grants, strategic advice and commercialization services. He is also a facilitator and advisor to MEDEC, Canada's national association for the medical technology industry and the primary source for advocacy, information and education for the medical device industry. Phil is Director of the Canadian Orthopedic Care Strategy Group, the Toronto Railway Historical Association, and on the Editorial Board of the Class Action Journal. Phil is also member of the Ontario Bar Association, Toronto Arts Foundation and St. Thomas's Anglican Church.
